i'm considering buying a b8200-dt for general landscaping, it has only 19 hp, do you consider this strong enough for grading and moving dirt, it is 4wd w/ a loader---any advice is appreciated

When buying anything used and a few years old you always seem to miss some luxuries for some and standard features for other. Hard to find a compact built today withoout power steering and if your young armstrong power steering is okay for a while unless there are others that might operate the tractor that might need it. ....

For general landscaping chores, and beyond, the 19 hp that the 8200 offers, assuming in good running order, is more than capable.
Realize one thing - and that is there is NO comparing a 3cyl diesel 19hp engine with a 2 or 3 cyl gas engine in a small lawn tractor. One will achieve much more torque, power and certainly economics with the diesel, with power to spare for your applications.
